Glynnis has more than twenty-five years experience as a consultant and senior leader in the Canadian federal government. She has held positions and provided advisory services to a variety of public service agencies including the Canadian International Development Agency, the Canadian Human Rights Tribunal, the Treasury Board Secretariat, the Department of Foreign Affairs and International Trade and Environment Canada. Her consulting work has included providing recommendations, developing financial analyses, and conducting assessments for Assistant Deputy Ministers, Deputy Minister and Ministers. She is a team player, skilled in assisting organizations with strategic positioning, transformation and business process alignment across functions.
Recent projects Glynnis has led include working as a senior advisor to the Deputy Minister of the Privy Council Office (PCO) for the organization’s Administrative Services Review. This work involved providing recommendations on how to resource the PCO’s new service delivery model and to establish the potential for public-private partnerships. For Health Canada, Glynnis undertook a strategic review of the organization’s investment planning process. This involved developing recommendations for stronger departmental governance and engagement and how to best integrate with the resource planning, management and reporting cycle. For Public Safety Canada, Glynnis used best practices to develop recommendations for the Deputy Minister on how to re-base the organization’s operating budget to provide adequate funding for internal services.
Her executive positions with the Federal Government have included Assistant Deputy Minister of Corporate Services (including Finance) at Environment Canada, Deputy Director of Strategies and Partnerships at Financial Transactions and Reports Analysis Canada, Interim Executive Director at the Canadian Human Rights Tribunal and Vice President of Policy, Planning and Accountability at the Public Service Human Resources Management Agency.
She is a Certified Management Accountant (2006, Canadian Association of Management Accountants), a Certified Management Consultant (1985, Canadian Association of Management Consultants) and a member of the Project Management Institute.
She holds a Master’s degree in Public Administration from Queen’s University.
She is fluently bilingual in French and English.
